no water

This is the 3rd day the water has been frozen in the morning. I thawed it at the pressure tank inlet then bought and installed electric heat tape. The next day, frozen again. I "taped" the remainder of the pipes in the garage (where the filter and p tank are located) after thawing and we made it through that night. The following night, frozen again. This time I heat taped the filter. Another night of grace then another freeze. The infrared and space heaters are at task but the area being warmed has heat tape on everything so I'm stumped. Under the house or under the ground?

I'm thinking the well head. It seems to be the high point (24" frost line) and is definitely the easiest access.
